55th Doctoral Promotion

    The Study Program of Doctoral Engineering Sciences (PSDIT) held its 55th Doctoral promotion on Tuesday, October 24, 2023, at Postgraduate Hall, 3rd Floor Postgraduate Building Udayana University, on Jl. P.B. Sudirman Denpasar. Promovendus Mohammad Hidayat Koniyo, ST., M.Kom with a dissertation entitled GEMS Framework for Evaluating e-Government Implementation, received a very satisfactory predicate.

    In his presentation, Dr. Mohammad Hidayat Koniyo, ST., M.Kom described that there is a need to implement the “SPBE” e-government system or e-government continues to improve as there are significant gaps in government implementation among regional governments. To narrow this gap, it is necessary to develop an appropriate framework and measurement model to evaluate e-government implementation. The GEMS (Government Assessment Maturity Using Smart-PLS) framework was created, which includes four dimensions, namely policy, governance, services, and usage. Each dimension has an appropriate index to measure the level of maturity in e-government implementation. Before using the constructs of the framework to measure maturity, a testing phase is carried out using semantic equation modeling to find out whether it meets the validity and reliability requirements. Based on this framework, a model is created, capable of measuring the level of maturity in e-government implementation, to determine which areas need to be improved in the future. By performing proper assessment, it is possible to increase the success rate of implementing e-government systems in regional governments.

Acting as examiners are Prof. Ir. Rukmi Sari Hartati, M.T., Ph.D., Prof. Dr. Nyoman Gunantara, S.T., M.T., Dr. Ir. Ida Bagus Alit Swamardika, M.Erg., IPM., ASEAN.Eng., Ir. Wayan Gede Ariastina, S.T., M.Eng.Sc., Ph.D and Prof. Dr. Ir. Eduart Wolok, S.T., M.T., IPM (Rector of Gorontalo State University). Meanwhile, academic invitees are Prof. Lanto Ningrayati Amali, S.Kom, M.Kom, Ph.D. (Gorontalo State University)., Dr. Ir. I Nyoman Setiawan, M.T., and Dr. Ir. Lie Jasa, M.T.
